A way around a Static IP is using a Dynamic DNS provider like No-IP. You install a small program on your pc that updates your ip address each time it changes. Then you can access your ip using Dynamic DNS. I think some of the providers may offer using your own domain, but you may be interested in checking out low cost hosting providers.

You need to contact your isp to provide you with a static ip. The charges for this may be different and is generally offered by ISPs as a completely separate service than general internet access accounts. ISPs also offer hosting services wehreby they will give you some memory space on their and which you can access through ftp or any other remote serivce to upload your files. This web space will be hosted on a domain name(web site address) of your choice. This generally is cheaper than a static IP.
